  Dr.Liang Guohua,Professor,male,born in Hunchun,Jilin Province,1977.He is currently Deputy Director of the Science and Technology Department of Chang'an University, Director of the Traffic Safety and Environment Research Institute of the College of Transportation Engineering,visiting scholar of Louisiana University;expert of National Science and Technology Award Evaluation;expert of National Science and Technology Bank;expert of Graduate Education Development Center of Ministry of Education;expert of Shandong Science and Technology Award Evaluation;expert of Jiangxi Science and Technology Award Evaluation;Expert of Shaanxi Urban and Rural Planning Bank;member of Editorial Committee of People's Transportation Publishing Transportation Edition of Higher Education Planning Textbooks for Transportation Engineering Specialty, and deputy director of Xi'an Transportation Bureau (2017.04-2018.04).Research directions: Traffic safety, traffic planning, traffic management and organization.He presided two projects of the National Natural Science Foundation of China, one project of the basic research plan of natural science of Shaanxi Province (surface) and more than 40 scientific and technological projects of provincial transportation departments, prefectural and municipal transportation bureaus, planning bureaus and enterprises. As the backbone of technology, he participated in one project of 863 national high-tech projects,one project of national key research and development plan,two projects of the National Natural Science Foundation of China and one projrct of Transportation Performance Evaluation Pilot of Ministry.There are 3 editors-in-chief works, 2 editors, more than 40 papers published, SCI, SSCI, EI included more than 10. In 2011, he won the first prize of Yunnan Science and Technology Progress Award, the first prize of Hebei Transportation Department Excellent Science and Technology Award in 2017, the third prize of Inner Mongolia Science and Technology Progress Award in 2018, and the second prize of Shaanxi University Science and Technology Progress Award,the first chief editor's book Theory and Methods of Traffic Engineering Design was selected as a national textbook for the 11th Five Year Plan.
